That's one way to sell your construction services. Not really sure about most of what's going on but basketball-sized, swinging testicles is an important part of Japanese culture. They have a folkloric creature(s)called a tanuki who struts around with sake and big balls, the latter an indication of good fortune with money. Still, that's not enough context to really explain anything about this-- thanks!
